The game emphasizes empire customization through species traits, ethics, government types, and civics that shape both aesthetics and mechanics. Gameplay progresses through diplomacy, trade, and warfare with other civilizations, while mid-game and late-game galactic crises introduce escalating threats such as extragalactic invasions or hostile artificial intelligence awakenings. The game is a top-down 2D construction and management simulation where the player takes control of building and running a prison. The player is responsible for managing various aspects of their prison including building cells and facilities, planning and connecting utilities, hiring and assigning staff, including a warden, guards, workers, and more. The player needs to recruit staff to unlock more aspects of the game. The player is also responsible for the finance, and keeping their inmates content.

Cities: Skylines is a single-player city-building simulation game. Players manage all aspects of a growing city including zoning residential, commercial, and industrial areas, constructing infrastructure such as roads, public transit, and utilities, and balancing budgets through taxation and services. The game features a transport system, modding support through the Steam Workshop, and a progression system that unlocks new buildings and services as the city's population grows.
